Position Summary

This position will be based in Calgary, Alberta to support the growth of Canadian Natural's Horizon Oil Sands.  As part of the Horizon Projects team, this position may be assigned to various contractor workplaces during project phases for extended periods during 2010 and 2011.  In addition to Calgary, domestic locations may include Edmonton, Alberta and Vancouver, British Columbia.  International locations may include Rome, Italy and the United States. 

SCOPE:
Reporting to the Engineering Manager, in this multi-disciplinary coordination role, the Project Engineer will be:
• Instrumental in managing the Engineering, Procurement and Construction (EPC) contractor throughout the project phases to completion. Expectations include participation in the development of all Engineering, Procurement and Construction (EPC) deliverables on time and on budget, and ensuring that all applicable standards, specifications and regulations, specially that those related to Health, Safety and Environmental  requirements are met.
• Maintain fluid communication with all Discipline Lead Engineers, Project Engineers from other Project Teams, the Construction Team, the EPC Contractor Team, and the Project Manager.

WORK LOCATION TIME LINE:
• Initially working in Engineering Contractor’s office (TBD) during 2010 to support the completion of detailed design.
• Later, during 2010-2011, working at the CNRL Horizon Oil Sands site, located approximately 70 kilometers north of Fort McMurray, Alberta.

KEY AREA OF CONTRIBUTION & OPPORTUNITY:
• Overcome the challenges with thorough understanding of the importance of system reliability and maintainability activities required for successful process plant operations.
• Coordinates the full cycle of this portion of the project with the chosen EPC contractor as well as with the various engineering disciplines and interfaces within Horizon.
• Meeting the project budget, the engineering and procurement schedule, the successful completion and hand-over of the facilities to Operations, and their successful commissioning will be the definition of success for this individual.
• The opportunity to be strategic, to ‘see the entire project’ and also have the ability to be ‘hands on’ in touching all areas of the project, is a key attractor for this individual.

• This individual will have the ability to grow their career within Horizon by eventually transitioning to a more complex project in the mid term, with later possibility of transitioning to Engineering or Project Management positions.

You will be exposed to a wide variety of processes and systems encompassing some or all of the following:
• Oil Sands Extraction, Froth Treatment and Tailings
• Gravity separation
• Cyclone separation
• Slurry transportation
• Ore Preparation Plant and Hydrotransport
• Process heating ,and mixing  systems
• Steam, water and air systems
• Other piping, mechanical, instrumentation, and electrical equipment related to process facilities

MAIN DUTIES & RESPONSIBILITIES:
• Supervise and coordinate the efforts of the selected Contractor to perform EPC deliverables, ensuring that the Contractor performs diligently all his obligations under the contract (safety, quality, schedule and cost).
• Analyze and bring to the Engineering Manager’s attention any instruction that may affect Scope or Work, Schedule, Costs and/or applicable standards-specifications.
• Coordinate the participation of the various CNRL groups in the different project activities such as but not limited to Hazops, 3D Model Reviews, Deliverables Review Process, ensuring that input to the Contractor is adequate and timely.
• Coordinate the Hazops evaluations of the project ensuring the participation of qualified personnel during the sessions (internal and external, if required), that all resulting actions are pursued and resolved, and documents updated.
• During Construction phase, coordinate with the site engineering group the proper and timely review and resolution of all engineering and technical issues that arise out of the approved design.
• Conduct all required Interfacing and coordination with other Projects within Horizon to ensure that engineering deliverables and construction plan will allow smooth execution of the construction works.
• Foster a productive and open communication with the other project teams and other Horizon Business units that may influence or may be influenced by our activities.
• Assist in the pre-commissioning and turnover processes to ensure adequate transfer of the facilities from the Project Team to the Client (Operation and Maintenance Teams).
• Provide support to the Engineering Manager and the Project Manager in the execution of their roles and responsibilities, when required.
• Participate in the selection process of Engineering, Procurement and Construction contractors and vendors, as required.
• Participate in the development of execution plans,  scope of work definition, schedule and budget definition, for any additional engineering work and future projects

QUALIFICATIONS FOR THE POSITION:
Education & Experience:
• Minimum of 10 years experience working on large processing, mining, bitumen production, or Oil Sands facilities projects valued over $100 Million.
• Proven experience coordinating with teams such as Engineering, Construction, Maintenance, Operations and EPC contractors is essential. Experience in working with EPC firms is critical to this role.
• Completion of Engineering Degree and registration with APEGGA or eligibility as a Professional Engineer in Alberta.
• Hands-on experience in contract development, project management systems and software, and knowledge of engineering information technologies.
• Experience with project planning and scheduling and proficient understanding of MS Project and Primavera software is an asset.

• Ability to foresee potential issues or problems through strong planning and organizing skills.
• Proven analytical abilities.
• Exceptional problem solving skills to understand the details and complexities of the issues, while still driving for results.

• Comply with all Health and Safety Requirements established by Canadian Natural Resources Limited
• Know and comply with all regulations and legislative requirements of the Occupational Health and Safety Act for the Province of Alberta and environmental standards
• Follow safe work procedures and ensure all personnel comply;
• Report any injury or illness immediately;
• Report unsafe acts and conditions;
• Ensure Personal Protective Equipment (PPE) is available and is worn where and when required.
