Horizon Oil Sands, north of Fort McMurray, is an exciting part of our growth. Horizon Oil Sands operations started in February 2005 and after years of planning and construction, the Horizon Oil Sands successfully and sustainably produced its first barrels of high quality, sweet synthetic crude oil (SCO) in early 2009. First production of SCO was a major milestone for Canadian Natural and we are very pleased with the success of the project. With Phase 1 production capacity of 110,00 bpd, this is just the first step in value creation. Looking to the future, our assets support 232,000 – 250,000 barrels per day of light, sweet, crude oil production for over 40 years, with no production declines.
This position will be based in Calgary, Alberta to support the growth of Canadian Natural's Horizon Oil Sands. As part of the Horizon Projects team, this position may be assigned to various contractor workplaces during project phases for extended periods. In addition to Calgary, domestic locations may include Edmonton, Alberta and Vancouver, British Columbia. International locations may include Italy and the United States.

SCOPE: Several career opportunities are available within Downstream Projects, which may include any of the following areas: Coker, Hydrotreaters, Hydrogen, Sulfur, Cogen, or Utilities.
Reporting to the Vice-President of Downstream Projects, the Project Manager will be responsible for: • Successful execution of all phases of the project: Contracting, Engineering, Procurement, Construction, Pre-Commissioning and Hand-Over to Operations. • Satisfying all technical, operational, commercial, maintenance and quality requirements defined in our specifications, standards and practices, and within the approved budget and schedule. • Adequate implementation of our Safety, Health and Environmental standards. • Timely communication with all stakeholders to ensure their participation & influence in the project as per the approved GOA and RACI charts. • Living by CNRL Corporate Mission Statement: To develop people to work together to create value for the Company’s shareholders by doing it right with fun and integrity.
PROJECT ASSIGNMENT: Project assignment during 2010-2011 to EPC contractor’s home office in any of the following locations: Calgary, Edmonton, Vancouver, Rome or within the United States.

MAIN DUTIES & RESPONSIBILITIES: • Assume full accountability of all phases of the project and be prepared to do what is required to achieve the desired results. • Develop and update detailed execution plans for all phases of the project, so it becomes a tool used by all team members to define directions and guide decisions. • Develop and update as required a Risk Register, defining adequate mitigating actions. • Ensure that all internal and external stakeholders have adequate opportunity to provide input, comments, endorsements and approvals. • Minimize risks through early identification, planning, selection of best possible contracting strategies and proactive Project Management practices which focus on prevention of problems. • Supervise and coordinate the efforts of the Contractors selected to execute the various activities so they perform diligently all the obligations under the contract defined for Engineering, Procurement, and Construction. • Ensure that adequate evaluations of the project are performed with the participation of qualified personnel during the sessions. Also ensure that all resulting actions are pursued and resolved, and documents are updated.
QUALIFICATIONS FOR THE POSITION: Education & Experience: • Completion of Engineering Degree with a requirement for registration with APEGGA or eligibility as a Professional Engineer in Alberta. • Certification or training in Project Management. • Minimum 5 years experience as Project Manager of a job of similar size and complexity, in oil sands (preferably), refineries, oil and gas plants and/or large construction projects. • Previous experience working with and directing large International Contractors/EPC firms as well as experience working in a Northern or International environment. • Strong technical knowledge of downstream areas such as Coker, Hydrotreaters, Hydrogen, Sulfur, Cogen, or Utilities, is an asset.
Personal Qualities: • Strong leadership skills complemented with a strong work ethics is required. • Strong interpersonal skills combined with effective written and oral communication skills. • Ability to foresee potential issues or problems through strong planning and organizing skills. • Proven analytical abilities. • Exceptional problem solving skills to understand the details and complexities of the issues, while still driving for results. • Your diverse background of construction management provides you with a common-sense approach to your work.
HEALTH, SAFETY AND ENVIRONMENT: • Comply with all Health and Safety Requirements established by Canadian Natural Resources Limited • Know and comply with all regulations and legislative requirements of the Occupational Health and Safety Act for the Province of Alberta and environmental standards • Follow safe work procedures and ensure all personnel comply; • Report any injury or illness immediately; • Report unsafe acts and conditions; • Ensure Personal Protective Equipment (PPE) is available and is worn where and when required.
