Horizon Oil Sands, north of Fort McMurray, is an exciting part of our growth. Horizon Oil Sands operations started in February 2005 and after years of planning and construction, the Horizon Oil Sands successfully and sustainably produced its first barrels of high quality, sweet synthetic crude oil (SCO) in early 2009. First production of SCO was a major milestone for Canadian Natural and we are very pleased with the success of the project. With Phase 1 production capacity of 110,00 bpd, this is just the first step in value creation.  Looking to the future, our assets support 232,000 – 250,000 barrels per day of light, sweet, crude oil production for over 40 years, with no production declines.

This position will be based in Calgary, Alberta to support the growth of Canadian Natural's Horizon Oil Sands.  As part of the Horizon Projects team, this position may be assigned to various contractor workplaces during project phases for extended periods.  In addition to Calgary, domestic locations may include Edmonton, Alberta and Vancouver, British Columbia.  International locations may include Italy and the United States.

Position Summary

SCOPE:
Reporting to the Project Manager, the Engineering Manager for Major Projects will:
• Have overall responsibility for managing the engineering team in the successful completion of all assigned Horizon Oil Sands Production mega projects.
• Maintain fluid communication with Project Engineers, Discipline Lead Engineers and their peers within other Horizon Project Teams.
• Manage and control the efforts of all Engineering resources (from CNRL and contractors) working on the Horizon Production facilities.
• Achieve project deliverables in safety, cost, schedule, and quality; ensuring design integrity and compliance with company Engineering procedures and standards.
• Foster the incorporation of new proven technologies and ensure that all applicable standards, specifications, company principles and regulations, especially those related to HSE requirements, are met.
• Build and develop the high quality personnel required to support the engineering activities through the full life cycle of projects.
• Manage all resources to ensure all assignments are completed as per expectations.
• Specific area within the Horizon Oil Sands Major Projects Group:
   o Downstream - Secondary Upgrading (SUG): CO2/Hydrogen
      • Sulphur and nitrogen are removed
      • Synthetic Crude Oil is transported via pipeline to refineries.

PROJECT ASSIGNMENT:
Project assignment during 2010-2011 to EPC contractor’s home office in any of the following locations: Italy or the United States.

KEY AREA OF CONTRIBUTION AND OPPORTUNITY:
• The ability to impact and drive activities through strategic planning within all areas of the project to completion; thereby creating value to the organization.
• Meet the engineering budget/schedule, support procurement and construction budget/ schedule, completion and hand-over of the facilities to Operations.
• This individual will have the opportunity to grow their career within Horizon by eventually transitioning to more complex projects in the mid term, with later possibility of transitioning to a Project Management role.

KEY ACCOUNTABILITIES:
Execution:
• Completion of the projects in full compliance with budgets and time lines, Horizon site design specifications, regulatory and legislative standards and requirements.
• Development, implementation and monitoring of engineering activities to design integrity and compliance with company Engineering procedures and standards.
• Ensure safe work behaviour and procedures.

Leadership:
• Build and manage a team of high quality technical personnel.
• Direct, manage, lead and develop the team.
• Manage the distribution of workload.
• Performance monitoring and measurement.

MAIN DUTIES & RESPONSIBILITIES:
• Ensure Engineering Design Systems (EDS) and other Technical Documents that are part of the bid package are complete and reflect latest Project requirements, CNRL latest updated standards, procedures and project specifications. 
• Participate and support the Project manager in the development and approval process of the Project Execution Plan
• Participate in the Bid Package preparation and in the review of various bids for EP or EPC contracting phase of the project.
• Manage the monitoring and appraisal (Engineering and procurement) of engineering contractors during the design and procurement phase of the work and to confirm that effective corrective action has been taken for all identified deficiencies.
• Organize Engineering function, ensure that it is staffed with the best available persons and provide leadership and motivation for engineers and technical support (CNRL and Contractors) assigned to the Phase 2  projects”
• Ensure that facilities design follows best international practices and meets the criteria established in specifications, procedures, technical standards and procedures included in Project Specifications and applicable laws and regulations.
• Ensure that all engineering procedures and practices incorporate relevant Environmental, Health and Safety (EHS) Company, Province and Government requirements.
• Manage and address design changes that would require approval by the Project Manager and Area VP among others.
• Maximize the use of known and proven technologies and apply “Lessons Learned” from Phase 1 and other Oil Sands operators to avoid pitfalls, formulate effective design management protocols and practices and reduce start up and operations risks.
• Coordinate the participation of the various CNRL groups, ensuring that input to the EP / EPC Contractor is adequate, timely transferred and in accordance with the roles and responsibilities defined in the RACI chart.
• Foster a productive and open communication with the other project teams and other Horizon business units that may influence or may be influenced by our activities.

QUALIFICATIONS FOR THE POSITION:
Education & Experience:
• Completion of Engineering Degree and registration with APEGGA or eligibility for registration as a Professional Engineer in Alberta.
• Certification or training in Project Management (preferred)
• Minimum 20 years of Project experience, preferably in oil sands, refineries, oil and gas plants and/or large construction projects and 10 years experience in Engineering Supervision / Management
• Previous experience working with and directing large International Contractors/EPC firms as well as experience working in a Northern or International environment.

• Ability to perform in a multicultural environment
• Ability to foresee potential issues or problems through strong planning and organizing skills.
• Proven analytical abilities.
• Exceptional problem solving skills to understand the details and complexities of the issues, while still driving for results.
• Your diverse background of construction management provides you with a common-sense approach to your work.

HEALTH, SAFETY & ENVIRONMENT:
• Comply with all Health and Safety Requirements established by Canadian Natural Resources Limited
• Know and comply with all regulations and legislative requirements of the Occupational Health and Safety Act for the Province of Alberta and environmental standards
• Follow safe work procedures and ensure all personnel comply;
• Report any injury or illness immediately;
• Report unsafe acts and conditions;
• Ensure Personal Protective Equipment (PPE) is available and is worn where and when required.
