Horizon Oil Sands operations started in February 2005 and after years of planning and construction, the Horizon Oil Sands successfully and sustainably produced its first barrels of high quality, sweet synthetic crude oil (SCO) in early 2009. First production of SCO was a major milestone for Canadian Natural and we are very pleased with the success of the project. With Phase 1 production capacity of 110,000 bpd, this is just the first step in value creation.  Looking to the future, our assets support 232,000 – 250,000 barrels per day of light, sweet, crude oil production for over 40 years, with no production declines.

Position Summary

This position will be based in Calgary or Fort McMurray, Alberta to support the growth of Canadian Natural's Horizon Oil Sands.  As part of the Horizon Projects team, this position may be assigned to various contractor workplaces during project phases for extended periods during 2010 and 2011 with International assignments to Italy or the United States.

SCOPE:
In this multi-disciplinary coordination role, and working in close coordination with another project engineer, the Project Engineer will be:
• Instrumental in managing the Engineering Procurement and Construction (EPC) contractor throughout the project phases to completion. • Will have full cycle (EPC) project responsibility to include:
 o Coordination and appraisal of contractor’s engineering and procurement work to ensure CNRL technical requirements are met.
 o Coordination and liaison with Horizon Engineering, Calgary Engineering Information Technology (EIT), and other technical teams involved in the project to that end.
 o Support to the CNRL Construction Management team to successfully complete and commission the project facilities within budget and on time.

PROJECT ASSIGNMENT:
Project assignment during 2010-2011 to EPC contractor’s home office in any of the following locations: Italy or the United States.

KEY AREA OF CONTRIBUTION & OPPORTUNITY:
• Overcome the challenges with thorough understanding of the importance of mechanical reliability and maintainability activities required for successful process plant operations. 
• Coordinates the full cycle of this portion of the project with the chosen EPC contractor as well as with the various engineering disciplines within Horizon.
• Meeting the project budget, the engineering and procurement schedule, the successful completion and hand-over of the facilities to Operations, and their successful commissioning will be the definition of success for this individual.
• The opportunity to be strategic, to ‘see the entire project’ and also have the ability to be ‘hands on’ in touching all areas of the project, is a key attractor for this individual.

• This individual will have the ability to grow their career within Horizon by eventually transitioning to a more complex project in the mid term, with later possibility of transitioning to Engineering or Project Management positions.

You will be exposed to a wide variety of Upgrading Processes and Mechanical/Piping systems encompassing some or all of the following:
• Distillation towers (atmospheric and vacuum)
• Force lubricated/flushed pumps and compressors
• Heat exchangers
• Fired heaters
• Hydrotreater reactors
• Vessels/Drums
• Control valves
• Other piping, mechanical, instrumentation, and electrical equipment related to Upgrading process facilities

MAIN DUTIES & RESPONSIBILITIES:
• Work in close coordination with the peer Project Engineer to perform all duties.
• Supervise, appraise and coordinate EPC activities to produce contractual deliverables, ensuring that the contractor performs diligently all its obligations under the contract (safety, quality, cost and schedule).
• Coordinate work and provide the necessary support to Horizon Process Engineering, Maintenance and Operations groups.
• Coordinate all interfaces and information management between the contractor and all internal parties involved.
• Foster a productive and open communication with the project management team and other Horizon teams that may influence or may be influenced by project activities.
• Support and oversee the planning and development of: execution plans, scopes of work, and schedules and budgets for construction packages. And implement lessons learned to improve plant operations.
• Participate in the selection of suppliers and construction contractors, as required.
• Work directly with and provide timely direction and input to construction contractors to ensure they meet the technical requirements stated on the engineering deliverables, and to solve technical issues in the field.
• Coordinate multi-disciplinary teams through the life span of the project.
• Participate in and support the pre-commissioning and hand-over of the facilities.

QUALIFICATIONS FOR THE POSITION:
Education & Experience:
• Minimum of 10 years experience working on large process, refining, upgrading, or Oil Sands facilities projects.
• Proven experience coordinating with teams such as EIT, Engineering, Construction, Maintenance, Operations and EPC contractors is essential. Experience in working with EPC firms is critical to this role.
• Completion of Engineering Degree with a requirement for registration with APEGGA or eligibility as a Professional Engineer in Alberta. (Mechanical Engineering Degree is preferred).
• Strong knowledge of and experience with piping and mechanical equipment design and construction is an asset.
• Hands-on experience in contract development, project management systems and software, and knowledge of engineering information technologies (MS Office, SmartPlant).
• Experience with project planning and scheduling and proficient understanding of MS Project and Primavera software is an asset.
